i think its the vacuum modulator or the hose going to it but im not sure, havent really looked into it due to the cold and since it is my project truck with my dad

The vacumn mod has nothing to do with going into gear, it only effects the shifting. First thing i’d do is check your fluid (while vehicle is running & warmed up), look at it and smell it, it should be red not orange or brown and clean (no particals) and doesn’t smell burnt. If that all looks ok double check that your linkage is working correctly. Lastly pull one of the cooling lines and have someone start it for a second. If it doesn’t shoot fluid it’s your pump, but if you have reverse i’d say it’s either your linkage or the clutches are fried…
take it to a transmission shop
well my 85 did the same thing and it was the pump in the trans. had to rebuild the trans to fix the problem.
