Are there any relatively inexpensive solutions for changing an 96′ jeep cherokee with part time 4 wheel drive, to full time?

What is part-time 4×4? Does it lock all four Wheels?
I know what full time and all wheel drive do but what does part time 4×4 do? Does it lock all the wheels up so that all wheels are spinning at the same time?
