I cant get power to the fuel tanks on my 87′ chevy pickup and i have read that it could be the fuse links on the starter but i dont know where they are. If i cant get power to the tanks what else could it be besides the fuse link for the starter?

I have a 2004 Dodge Ram 1500 4×4 and speedometer lights, dome light, my turn signal interior lights and my accessory lights (a/c light, radio light, glove compartment light) went out. Everytime i put a new fuse in, it pops as soon as i put my headlights on.
